Z axis not moving while printing

Hi I am Midhun .I am using prusa i3 3d printer .I have a problem in printing while connected the 3d printer using usb through Repetier Host.While printing the Z axis stays in the zero position .I checked and found that Z axis can be manually controlled.Can you please look the code and suggest any solution for the same.; generated by Slic3r 1.2.9 on 2018-07-31 at 11:01:37

    Thankyou Martin for your suggestion but if you read the code you can observe that z axis always stays in -1.400 and -4.650 and it is not at all incrementing. In all layers it stays at the same position so that the z axis always drags over the print also z axis is not moving whoile printing.
    This is my EEPROM settings but in G code the speed is set as 7800. Why the slicer is overriding the EEprom settings?.Can you please suggest any information regarding this. I have this problem for a month and i cannot solve this.
