Web Configuration Wizard shows the wrong version number.

The WCW shows version 1.0.1dev but the download directory version number is 1.0.3.  The page title also shows 1.0.3.  But in Configuration.h, it says 1.0.1dev.  Not a big deal, but when dealing with multiple versions, it helps to have things labeled correctly.  Also, I don't know if this is related or not, but I tried to use a Configuration.h file that I had made changes to including fixing the version number, and the WCW said it could only use Config files it created.

    WCW uses the comment at the end for detecting values. So make sure it keeps intact and valid json string. Will check the version numbers.
