MKS Base 1.4 will not turn on the second extruder heater

I have two of MKS Base 1.4 (RAMPS 1.4 compatible) boards and both of them do the same thing (so I suspect this is not a hardware issue with the board). Additionally the first board has been working fine with Marlin 1.1.0 RC6 and printing with both extruders.
The second extruder heater stopped working when I installed Repetier firmware (this is my first time using this firmware so maybe I'm doing something wrong). Extrider 1 is working fine and it prints.
When I select to heat us the E2 the LED will not even light up. I really have no idea what I might be doing wrong. I have tested the cables and the heater itself separately and everything seems to be fine.
I would appreciate any assistance. This is part of the configuration files.

Had to define the pin manually in the configuration file (could not find the right place in pins.h to do it):

The sad part about it is that this is the second board, and the first board is now doing this on both E_motors. What is going on? is the firmware somehow killing the stepper motor control? Because I put Marlin back on the first board and is doing the same even with Marlin... did Repetier firmware kill the board or the stepper motor control?
