Slic3r perimeter speed

I went to use my printer this AM and the settings in Slic3r for perimeter speed are grayed out.
It is the same on another computer. Why?

    I was thrilled to transmit G-code directly to my Anet A8. Using Repetier with FreeCAD worked smoothly, however creating G-code in Notepad caused unforeseen problems.
