How do I improve print quality on the underside?

I'm wondering how to improve on the smoothness of the underside of a print with a non-flat base. e.g. If I print a sphere, even with supports, the bottom 1/3 will look cactus whereas the top 2/3 will come out great. It's like it doesn't look great until it hits a certain angle. Then the rest of it is nice and pretty.
Do I need to change settings in Repetier Host? Or is what I'm asking related to the firmware and calibration of the printer? Is there any good test prints I can use to tweak it?

Printing via Repetier Host on a Mendel90 (Marlin).

  • Steep angles are always a problem and often look comparative ugly. You need a good print cooling to get it a bit better. For a perfect look you need PVA as support and print with no gap. This is more physics then software related.
