Perimeter before Infill does not work on Cura Engine

If overhangs are present, it would be better, to do infill before perimeter. Otherwise perimeters will be printed in air ...
Unfortunately the option does not work.

Repetier Host V2.1.3 on Windows 10 (1809)
Cura Engine Version 3, 19 November 2007 (automatically installed with Repetier Host)

    So it may work for ordinary fill, but not for Solid Top Infill or Solid Bottom Infill. For Overhangs a Solid Bottom Infill is required to close the structure, with at least 3 or 4 layers. The perimeter has to be printed at last.
