No there is no pid cooling function for anything. That would require a fan with thermistor. You could do it with a extra extruder that works as cooler instead. Might get some problems with M104/M109 logic since 0 is off and you would need to invert temperature form thermistor so higher values cause more cooling.
Why do you want to cool a heated bed with temperature control?
