If you use M190 to set bed temperature the firmware does not accept new commands. Only when the temperature is reached it will process new commands. That is normal. If you want other bed temperature set it in filament definition of your slicer, reslice and print. Or directly edit the temperature in gcode and print. After start they always wait for target temperture of extruder and bed and only then you could change it again.
