Z axis only goes up and down

I've taken a engraving tool path g code file from pycam...if I set the safe tool height to 0 ...Repitier will run the path fine...but does not raise up from the bed when moving from cut to cut....if I change sage tool height to 1mm or above...Repitier will just have the Z axis go up and down with no x or y movements...any idea what doing wrong

    Does pycam create gcode compatible with repetier-firmware? All firmwares have their own dialect and may interpret/implement some commands differently.

    I had just got into reading where somebody had issues with different flavors of g-code...I'm gonna try a different cam program and go from there
